It is primitive russian lanterns for villages. In lithuania we have lots of them, I have aready showed them in lithuanian topic

One more better condition NKU-01 in Riebini:

Lots of remade old east german Narva LBL 5211-0214-98. Instead of LRF 400 W, E40 bases in whole Barkava village are changed to E27 with LRF 125

The same self remade lantern with incandescent in the schoolyard:
