This is old russian SPO-200 (like polish Ožk?) for incandesent lamp, but it is used with LRF and ballast you can see on the pole. That type lanterns are also called " a cap"

In this picture is East German lantern from the 80's Narva LR. There were many DDR made lanterns in soviet Lithuania (but only ~three types) and this type is rare:
