Yes, you are quite right, RKU-01 were produced between ~1975-1985 - not so long as polish ORZ-6,7 - from 60's till 90's:)
They seem to resemble the East Germany street lamps as well.
Yes, but there is more similar soviet copy of eastern german Narva LBL lanterns
It is another version of RKU-01 russians call it "Penziuk" - because it was produced in Penza city
(but in Lithuania we don't have it, photo is taken in Russia):
